'Gill Bates' - using a pseudonym like that along with a very unhelpful
subject makes the email look like spam; I almost deleted this email before
I read it - along with the 300 real spam mails that I deleted.
I did not develop this 'encryption' technique - and I am not a security
expert, so sorry, but I cannot tell you what kind of encryption it is.
However, I don't think it is encrypted. It looks like a JavaScript zipping
technique such as this one:

You should ask the original author of the script how they produced it.
