Hello,
In IE 8 (beta 1 and 2), when using pseudoframes and webpage elements with
event handlers (be they in CSS, legacy Netscape or 'advanced' IE models)
that cause DOM modifications, all CSS pseudoframes displayed in the window
reset and scroll back to top.

Can you confirm?
This e-mail doesn't have to be private; both its contents and the sample
page's can be copied, modified at leisure (just try to give credits if,
indeed, it is an undocumented bug). Just keep the e-mail address itself a
secret (I don't enjoy spam).

This is a bug I originally tripped over in IE 8 beta 1 - example here:

Oh - OK. I guess then that a DOM modification of any kind will cause a
reflow of the whole page, and trigger the bug. Do you know if it is being
considered by the IE team, if there's a bug report, whatever?
It's annoying as it makes pseudoframes basically impossible to use.

In your example, all of the modifications will trigger a reflow, yes.

I do not have access to the MS bug tracking system, so I have no idea what
they are considering.
Back in beta 1, there was an option to report site problems, and I reported
my list of IE 8 bugs using that, so I assume they know. In beta 2 there is
no such option, and MS will not allow me to file bugs (I am not eligible for
their "Connect" program due to their stupid policies that block a wide range
of software producers - you'd think these would be the people that MS would
really _want_ to be able to file bugs, given their expertise in the field,
but apparently you have to be a regular user to know about bugs...), so
there is nothing more I can do.
