No idea without seeing an example. They work for me on my test pages. I
assume there is something else on your site that is causing a problem, but I
will need to see the page to work out what it is.

I have made manual in web pages format that have navigation menu in fixed
position, so they won't scrolling if user scrolling the page.

It works fine in firefox and opera, but have errors in IE, so I do googling
and find your article. I try your solution, display problem is resolved but
hyperlink don't work.

All the links work in IE 7.
All the links work in IE 6. The fixed positioning does not work of course,
since IE 6 does not support it.

I do not see any problem.

The problem is resolved.

Did you know a good place (url) where I can find information about
cross-browser issues.
I have another problem with IE. I am using CSS :before pseudo for adding
some repeated contents. There is no problem with Opera and Firefox, but IE
doesn't display the text.

Do you know where the problem is, or did you know a good place (url) where I
can find information about cross-browser issues?

This is because IE does not support :before or :after. In fact, it does not
support generated or replaced content at all. I have an extensive article
describing the most common problems with IE's missing CSS and JavaScript
