have been having problems opening links from both emails and other programs
cant even get windows updates to download any solution please

This will depend very much on the program you are using to browse the
internet.
If you use Opera:
open Opera, then use tools - preferences - advanced - programs - details
Tick "HTML documents", "XML documents", "URL shortcuts" in the first column,
and everything in the second column, then say "OK", "OK".
If you use Firefox:
open Firefox, then use tools - options - general - Default browser, Check
now - Yes, then say "OK"
If you use Internet Explorer (my condolences):
open Internet Explorer, then use tools - Internet Options - Programs - tick
"Internet Explorer should check to see whether it is the default browser",
say OK, then restart Internet Explorer.

This is a windows preference, not a broken program, so windows update will
not fix it.
